Al-An'am · Ayah 92

وَهَـٰذَا كِتَـٰبٌ أَنزَلْنَـٰهُ مُبَارَكٌ مُّصَدِّقُ ٱلَّذِى بَيْنَ يَدَيْهِ وَلِتُنذِرَ أُمَّ ٱلْقُرَىٰ وَمَنْ حَوْلَهَا ۚ وَٱلَّذِينَ يُؤْمِنُونَ بِٱلْـَٔاخِرَةِ يُؤْمِنُونَ بِهِۦ ۖ وَهُمْ عَلَىٰ صَلَاتِهِمْ يُحَافِظُونَ 92

Translations

And this is a Book which We have sent down, blessed and confirming what was before it, that you may warn the Mother of Cities [i.e., Makkah] and those around it. Those who believe in the Hereafter believe in it, and they are maintaining their prayers.

Transliteration

Wa-hādhā kitābun anzalnāhu mubārakun muṣaddiqul-ladhī bayna yadayhi wa-litundhira ummal-qurā wa-man ḥawlahā; wal-ladhīna yu'minūna bil-ākhirati yu'minūna bih wa-hum ʿalā ṣalātihim yuḥāfiẓūn

This ayah establishes the Qur'an as a blessed, divinely-revealed Book that confirms the scriptures before it and serves as a warning to Makkah and surrounding regions. According to Ibn Kathir and Al-Tabari, the phrase 'Umm al-Qurā' (Mother of Cities) refers to Makkah as the spiritual center, while the Qur'an's universal message extends to all peoples.
