قُل لَّوْ كَانَ فِى ٱلْأَرْضِ مَلَـٰٓئِكَةٌ يَمْشُونَ مُطْمَئِنِّينَ لَنَزَّلْنَا عَلَيْهِم مِّنَ ٱلسَّمَآءِ مَلَكًا رَّسُولًا 95
Translations
Say, "If there were upon the earth angels walking securely, We would have sent down to them from the heaven an angel [as a] messenger."

Qul law kana fil-ardi mala'ikun yashshoona mutma'inneen lanzalna 'alayhim min as-sama'i malakan rasoolaa
Tafsir (Explanation)
This ayah responds to the disbelievers' demand for an angel messenger by presenting a conditional scenario: if angels were inhabiting the earth in peace and security, Allah would have sent them an angel as a messenger.
